Graduated from the University of Tokyo Faculty of Law in 1983 and joined the Ministry of Agriculture, Forestry, and Fisheries. Dedicated to work with rice issues, fisheries negotiations, and food recycling as well as local administrative issues such as Isahaya, Nagasaki. Served as Cabinet Councilor in the Prime Minister’s Office, Director of Environmental Policy Division, Director of Food Security Division, Director-General of the Forestry Agency’s Forest Policy Department, Kanto Regional Agricultural Administration Office Director, Rural Development Bureau Director-General, and Director-General of the Ministry of Economy, Trade and Industry’s Industrial Science and Technology and Environment Bureau.
Appointed as Vice Minister of Agriculture, Forestry, and Fisheries in 2018 and retired in 2020. Currently, he is a Specially Appointed Professor at the Tokyo University of Agriculture Research Institute and Visiting Professor at the University of Tokyo’s Institute for Future Initiatives. Author of several books focused on the food self-suffiency, Japan’s food security and so on.
