Executive Summary
The convergence of ASEAN’s Digital Economy Framework Agreement (DEFA) and Japan’s Data Free Flow with Trust (DFFT) initiative presents unprecedented opportunities for accelerating secure digital exchanges across the Asia-Pacific region. As ASEAN targets expanding its digital economy from $300 billion to $1 trillion by 2030, the foundational security principles embedded in both frameworks create natural synergies that could significantly benefit AI/IoT (AIoT) development and deployment across the region. The nine core DEFA elements—spanning from Digital Trade and Cybersecurity to Emerging Technologies Cooperation—create multiple integration points where Japan’s DFFT expertise can accelerate implementation timelines and enhance economic outcomes. Specifically, Elements 5 (Online Safety and Cybersecurity), 6 (Cross-border Data Flows), and 8 (Cooperation on Emerging Topics) align directly with Japan’s AIoT priorities and DFFT principles.
